Sometimes. If somebody is being a jerk/wierdo in town, I'll check that person's title to see if they actually are just messing around or are really an experienced player.
And Molock makes a good point. I've seen FAR to many people with FoW armor who have like Sunspear rank 4 displayed. Granted, I'm usually walking around with my drunkard title on while wearing fissure, so that doesn't tell people much either.

Don't really care. It's nice if they use a title that has some benefit (LB, norn, asura, dwarf, EV) but I rarely bother to look.

I look at titles way too much, personally. In PvE, if they're showing a skill-based title like Survivor, Skill Hunter, Cartographer, I'm likely not to ask their build, because they know what they're doing. If it's some Level 19 at Vizunah, I double and triplecheck their skillbar. I use titles as a guide for whether or not somebody stays, not as the letter of the law, though. Except in HA, where the title matters a pretty good bit...

Two of my characters have FoW, but only one does anything with titles at all, my monk. My warrior doesnt really go for any. Hardly ever displays any. True of the rest of my characters too actually. I only go for titles on one character. Exception might be getting a little rank in SS or one of the other PvE titles, or maybe another Legendary Guardian title as I found that one fun, but who knows.

I play PvE mostly with PUGs. I do notice their titles, but I never take them into account. As long as they have a good skill bar, I don't really care.
Incidentally, when I made an Assasin, I made sure I got him the survivor title for the sole purpose of showing a party that I was not bad Assasin and I had enough experience with the class to get the survivor title. I was under the impression that it would be hard to get into a group because of the player base's general dislike for the class, so I thought by having a title like that, I would be accepted into groups more often.

The only titles with anything behind them are Guardian, and to a lesser extent, Vanquisher. And even those do not always show a player has skill.
They can have all the titles, perfect builds, and still suck. Only real way to tell is to play with them a bit.

Survivor is the only one of the three you listed that has any possibility whatsoever of being skill based. And that is a slim connection to make.

Yes, I care PvE titles a lot.
Guardian titles reflect direct experience. I don't mess with them - just tell them in general what build is needed, and let them figure it out.
BTW, all this is for GW in hard-mode (read HM). Whoever says titles don't matter don't know what HM is, has little experience or doesn't play HM at all. Normal mode (read NM) is just too easy - pug or not pug makes no difference.
If a person still wants to join my HM group, he has to be attentive to the leader. It takes a few idiots to screw a NM group, but it takes less than one to screw a HM one.
Finally, I hate quitters - among HM players, I see that happening less often. Respect people's time - not everyone may have a laid back life as you. A few hours a day is all I have for GW, so I don't want a moron to let it go to waste.

I only care about the builds. Idealy i want people with full unlocks and fully equipped heroes. That way I just need one other person.
Actually forget that, from now on anyone that wants to join me needs to have at least IVI, legendary guardian and skillhunter, Rank 6 hero and rank 3 glad.
I sense that I am going to have to hero hench all the time. Oh wait a minute, I already H/H all the time.

Well, if I had a choice between someone with a protector title in Tyria, and someone without, then I'd go with the title guy. However, I'd never leave someone for not wearing a title, as I don't wear one myself.

Personally I don't care about titles when I PuG. They don't mean anything to me when forming a group, besides those that provide benefits (LB, Asuran, etc) but even then I consider it a bonus and not a requirement. You have survivor? Great, you probably leeched off of guildies or did a bunch of high exp quests like 90% of the people. Doesn't prove to me you are capable of surviving. You have vanquisher or guardian? Great, but unless you did it all with H/H there's no proof you really pulled your weight all the time. PvP title? Just as farmable as the PvE titles. I've seen and known plenty of bad players with supposed "skill-determining titles" like Guardian, Vanquisher and Survivor. You can't hide your lack of skills and game knowledge with a few words under your name.
Titles are grind. Anyone with enough time, money and/or decent skill can get them. Sure the majority of players might've truly earned them, but titles don't mean anything when it comes to player skill. Nor does the skillbar as someone pointed out - just because you can load the cookie cutter build of the month, it doesn't mean you understand what to do or have enough experience. Only truly playing with the person will determine their skill as a player. Of course, you can easily weed out some of the bad PuGs just by talking or watching them talk in team chat while in an outpost.
Titles for me are just ways to spruce up my name when I'm in an outpost. I get them because I like them and I want them, not because I need them to prove to others I know how to play the game. They don't want to group with me because I don't have a certain title? Fine, their loss. I rather not group with title elitists anyways.

I don't pay attention to titles or appearance.
I just pay attention to what the group's members are saying.
I'm more interested in playing to have fun, so it's more important that I'm playing with fun people.

Titles are pretty meaningless, and builds are no indication of skill (*cough* PvXWiki *cough*). I look for people who are chatty and realize it's just a game. Sure, nobody wants to waste a few hours, but at the same time I feel like if I'm not having fun while playing GW then why am I playing?
My least favorite type of PuG personality is the one who immediately demands that you ping your build... if I wanted somebody to boss me around and tell what to do I'd go to work. :P

Been playing since a month after release. Still no FoW armor, or any high tier title. Not everyone plays to boost their e-peen.
On Topic: If I happen to be PuGing, it is because I am bored and decide to help some random people, with a neglected profession, Paragon or Assassin. While helping people, I don't really give a damn what titles they have. And even if I for some odd reason needed a PuG to do a quest or mission, then I still think the title would mean nothing. I've seen people that SUCK at the game with decent titles, and I have seen even worse with FoW armor. Nothing proves you are skilled besides proving it in battle.
